Call for evidence - Approach to OfS public grant funding



This call for evidence seeks views on how the Office for Students (OfS) applies its powers to distribute funding to universities and colleges in England.

The OfS currently distributes approximately £1.4 billion of Strategic Priorities Grant funding each year, and £450 million of capital grant funding in the 2022-23 to 2024-25 financial years to institutions in the Approved (fee cap) category. 

The OfS’s existing method of distributing funding recognises the additional costs to universities and colleges that may be associated with teaching particular courses or supporting students, such as those from disadvantaged backgrounds, to access and succeed in higher education. The approach also accounts for strategic priorities in higher education, including supporting priority subjects and helping students to continue and complete their studies, and go onto successful outcomes after graduation.

We seek views about how the OfS could develop its funding approach in three broad areas: the activities we fund; how we determine funding allocations; and the factors we prioritise in our decision-making.

We welcome responses from anyone with an interest in the funding of higher education. We are interested in hearing from students (past, present and future), parents and carers, professional and academic staff and leaders of higher education providers.
